Yes. The dental office needs to run the BCBS insurance first, then send it to your Aetna second. By law your FEDVIP is secondary insurance and can only pick up what your primary does not. Must do this even if your primary health insurance has no dental coverage. It confuses my dental office but the billing person eventually caught on.
