I eventually found that the highest grade of bow he could use with any arrow was the Forsworn bow, which can be smithed up with steel ingots (i think). I could get the Forsworn bow smithed to do more damage then the Glass bow (un-perked smithed) with the added plus of being able to use any type of arrow. I did this whole experiment in Whiterun.
